iPhone without a data plan, but Internet Plan?

I live in Toronto and want to get a 3G iPhone with Rogers … 3G data plan is too expensive for me as a student … I wondered if I could get an iPhone in a reg. 20-30 plan with talk and text, then add $ 7 unlimited Device Option navigation. I do not want to jailbreak / hack the iPhone … I just want to know if it is an option …
