What is the difference between Standard and Enterprise iPhone Developer Program?

The official descriptions say the program lets you create Company house-in proprietary applications. Does this mean you can not do that with IE standard, standard applications must be submitted to the App Store? Being a developer restrict to submit applications to the bank? Is it a business register as a developer of Standard if they intend to sell the applications you create?
