Finders Keepers Losers Weepers, legal or illegal?

If I find a suitcase full of money on the street in a shopping mall, restaurant, to name a few places, is it legal to keep? Take the case of Brian J. Hogan example. Found a prototype iPhone in a bar on the left behind by an Apple engineer. Sold iPhone for $ 5,000. Can you be accused of stealing? Is it permissible to keep the money? Gizmodo is allowed to keep the iPhone, and you paid for it? Personally, I believe in Finders Keepers.

Legally you have to do everything reasonable for the restitution of property lost to the owner otherwise would be guilty theft of lost property. If you tell the person who has lost will not be returned without a reward, so they could be guilty of extortion.
