I am looking for an iPhone insurance through State Farm in Orange County (Irvine). But no one can qualify!?

I called several State Farm agents today and was told that the replacement cost of a 3G iPhone should be more than $ 400 to qualify for the politics of personal items. It 30/yr. Who can qualify?? The 16GB iPhone 3G costs only $ 299. Then someone please clarify how I can get?
