Is it necessary to jailbreak my phone for Cydia? Is there a possibility that my phone is locked if I try to do?

I am from India and I just brought an iphone. I am not very tech savvy, but everything I read online. I think my phone is released as I am able to call and message. But the installation application is not where I Cydia. Do I have to jailbreak my phone for Cydia? Is there a possibility that my phone is locked if I try to do, and what which is the easiest and safest method for obtaining it? My phone version is3.1.2. Any help would appreciated.please Help.
