IPhone GPS tracking chip?

My parents said they saw something on the news about how all the iPhones in the future (both the iPhone 4 and the iPhone 3G) will have a special locator chip installed in the AT & T or Apple (or both) can go wherever you are. They said it was on CNN, but found nothing.
