Is it possible to unlock and use the 3G iPhone T-Mobile in version 3.1.3?

Never be possible to unlock the iPhone 3G TMobile in version new 3.1.3 update? If so, how long until the new software is available??

It is not possible. Almost no one is working a release for 3.1.3. Once OS 4.0 is released, developers will have to return to work and probably some will be published later this summer.
