Apple OS 4.0 to change the background image?

Just updated for the new OS 4.0 on my iPod Touch 8GB 2 and do not know if you can change the bottom the house, as is supposed to be one of the new features of the update … (Applies only to the iPhone) if you can do on the iPod touch how please??
