Iphone will not turn on or connect to a PC / itunes?

Bought an iPhone (original version) on eBay said it was a different fault easily could be fixed. Received and does not charge or turn on and will not appear on any team and everyone has more recent version of iTunes. Since it was used to turn the wake can not use the house red slider and method of hard reset and can not be restored with itunes as evidenced by the habit.
