How to buy an iPhone in the U.S.?

I live in Costa Rica and want to buy an iPhone in the U.S., but do not know if I buy a two-year plan with I just want to buy the phone without a plan or activation if I buy an Apple store I DONT activation necessary?? If I can buy AT & T to activate my plan and buy?? … I just want the phone to unlock it and use it in CC, do not want to buy on eBay.
