IPhone without data plan?

Well, I share a map on AT & T with my mother, who is one of those "want to follow what they know and I will change for nothing. "However, recently I was looking at the I-Phone, but I know that you must have a data plan. In my regular phone touch screen, I have messaging unlimited and unlimited internet. Even if these same elements are used for the I-phone, still buy a data plan just purchased the I-phone. Believe me, I tried to find one way around this because I have internet and email, but not called a data plan AT & T will not let me buy the iPhone. My question is, if I bought Exit I-Phone as a Web site "Ebay" iphone would work for me because I have internet and SMS / MMS?
